Conspiracy Investigations: Terrorism, Drugs, and Gangs

 

This course will be modified to the level of expertise in the audience and can be adapted in the classroom for multiple levels of experience and understanding.

 

Training Goals and Objectives

Criminals increase their likelihood of success when they organize. Law enforcement officials in the United States are faced with the problem of potential terrorist attacks, drug dealers, and street gangs as well as traditional and non-traditional organized crime syndicates. These criminal organizations prey on members of their community and surrounding areas, and in many cases their numbers are increasing. Arresting one or two suspects for individual crimes has no impact on their criminal organization and does little in providing a long-term solution to the dangers these groups represent. The course objective is to provide law enforcement officers, at all levels, the training necessary to effectively conduct conspiracy investigations that have the potential of eliminating an entire criminal organization.

Training Audience, Format and Content

This course is designed for uniformed police officers, detectives, supervisors, and managers. It will expose them to proactive and traditional investigative techniques deployed in dismantling entire criminal organizations. The students will receive comprehensive overviews of international terrorism, drug trafficking organizations, and gangs. The nexus between drug trafficking and terrorist organizations will be covered, as well as the 17 shared traits of international drug and terrorist organizations. Common trial defense tactics used by defend conspirators will also be discussed.

 

Lecture, PowerPoint presentations, videotapes, and handout material will all be utilized throughout this 3-day course.

 

At the completion of the course, the student will understand the many advantages of conducting conspiracy investigations and will have the ability to expand existing and future criminal investigations to their fullest potential.

There are no pre–requisites to this course.

 

Evaluation

 

The evaluation process will consist of class participation, active involvement in case reviews and participation in a conspiracy case scenario.

  

Limitations / Special Needs:  None

Any audio/visual or POSTC/Academy facility or staff needs will be addressed on a case-by-case basis, but might include the use of an electronic projection unit, audio or marker board materials.

Student Materials

Student materials will include copies articles Mr. Lee wrote for the FBI Law Enforcement Bulletin on drug conspiracy cases and informant management, as well as other handout material designed specifically for this course. 

 

A wide range of digital video and PowerPoint presentations will be used in the training session, and the instructor will come prepared with everything he will need to make this an informative, fast-paced learning experience. 

 

Detailed lesson plans are available as needed, but copies of the PowerPoint presentations and digital videos cannot be supplied with this document.
