ASP / Expandable Baton Instructor
Certification
This course will
be modified to the level of expertise in the audience and can be adapted in
the classroom for multiple levels of experience and understanding. However,
the basis for this program is for operator proficiency and instructor
certification, therefore attendees should have a general understanding of
the principles of personal defense as well as a reasonable level of physical
fitness.
Training Goals
and Objectives
The goal of
the training program is segmented in two parts. First, to certify
participants in the Basic certification training format or recertify those
operators who have not had an opportunity to retrain. The second part of the
program is to develop instructor to prepare and condition the future
attendees to safely instruct in the wear, carry, and deployment of the ASP
Baton and other expandable batons as an intermediate weapon to neutralize
aggressive / physical behavior, subject control, containment, and threat
neutralization techniques in both the patrol and tactical environments.. The
program will establish foundations in the understanding of use of force,
reasonable expectations and applications to gain subject compliance.
Training
Audience, Format and Content
This course is most successful when
taught and received with audiences of 30 officers or fewer, but has been
given in groups of 50 or more with successful reviews. The smaller groups
enable students to have more direct instructional interaction.
This training courses is designed in a
2-day format with day one dedicated to the exploration of the ASP Baton /
and other expandable batons, its use in subject control and practical
instructor development. The course is designed to run from 0800 to 1600
hours each day. Day two will be devoted to instructor development, static,
dynamic proficiency examinations and confrontational drilling.
Court Legal
Defensibility
The course delivered is based on
extensive research and consultation with the Armaments Systems and
Procedures, Inc. (ASP) and other expandable baton manufactures. This will
ensure that the training received will be highly applicable in the field,
and legally knowledgeable in defined USE OF FORCE situations. Additionally,
the course is structure, tested and legally defensible tactics in defense
that are designed to minimize risks of injury to both officers and suspects.
These instructional systems were
developed following major Federal and Supreme Court decisions. An integral
component of these systems involves the use of reasonable force which is
based upon four Use of Force justifications:
1.
Was there a need for the application
Force?
2.
Was the relationship between the
resistance and level of force proportional?
3.
Was the extent of the subjects’ injury
proportional to the [subjects] level of resistance, threat
to the officer or another individual?
4.
Was the force was applied in good
faith, based upon the perceptions of a reasonably trained officer and the
objectively reasonable facts the officer had at the time of the incident?
These standards have a Federal and
Supreme Court foundation within the development of a model Use of Force
Continuum, used to train Peace Officers in the appropriate responses to
specific levels of resistance, as well as a document to assist in a Use of
Force report writing and courtroom testimony.
We will provide officers with
information on model Use of Force policies involving expandable batons and a
Use of Force [F.O.R.C.E] report form. These documents provide agencies with
a complete Use of Force System, where training, policy and report writing
coincide and support each other.

Basic
Operator Certification – [Day One] Students
wishing a Basic Certification are required to attend
Day One
only. While there are no other pre-requisites to this course, it does
involve moderate physical exertion. Participants should be in reasonably
good physical condition. Participants will be required to complete a Release
from Liability and Assumption of Risk form

1-day Basic Operator Certification consisting of (8) hours:
Advanced
Instructor Development – [Day Two] Students are
required to attend both training days to obtain an Instructor Certification.
Students should have a Basic Operators certification in expandable batons.
While there are no other pre-requisites to this course, it does involve
moderate physical exertion. Participants should be in reasonably good
physical condition. Participants will be required to complete a Release from
Liability and Assumption of Risk form.
Evaluation
The evaluation
process will consist of class participation, active involvement, and
practical examinations. Additionally, students must demonstrate proficiency
in all techniques taught and pass each of the training iteration with a
score of 70% or better [7 out of 10 skills]. Failure to demonstrate
proficiency to standard or pass the proficiency examination will result in
an unsatisfactory performance rating for the program.
Basic
Operators Certification – Students are required to
pass a written post examination with a score of 70% or better. Failure to
demonstrate proficiency to standard or pass the post exam will result in an
unsatisfactory performance rating for the program.
Cost:
2-day Instructor Certification consisting of two (8) hour days:
Limitations / Special Needs: None
Any audio/visual
or POSTC/Academy facility or staff needs will be addressed on a case-by-case
basis, but might include the use of an electronic projection unit, VCR,
audio or marker board materials.

This program has
met the rigorous standards of several POST / POSTC certifying authorities
in: Texas, Washington, New Hampshire, Arizona, Maryland, North Carolina,
Arizona and Minnesota
Student
Materials
Depending on
student understanding, a wide range of video, audio and PowerPoint
presentations will be used in the training session, and the instructors will
come prepared with everything they will need to make this an informative,
fast-paced learning experience. The materials they will receive include a
Student Manual, mouthpiece, and certificate. The class includes commercially
driven video, personal case studies of the instructors, and detailed hands
on training exercises.
Students
attending the ASP Basic Operators Course Certification (Day one) will
receive a 70+ page ASP Basic Certification manual.
