High Risk Warrant Service Tactics (HRWST)
This course will be modified to the level of expertise in the audience and
can be adapted in the classroom for multiple levels of experience and
understanding.
Training Goals and Objectives
This is an advanced skill development course designed for law enforcement
and military personnel working in units and details where an enhanced
knowledge of high risk raid and warrant service operations is required. The
course covers all aspects of warrant and raid execution, significantly
enhancing the investigating officers ability to plan and execute warrants
safely and effectively. During this block of instruction the student will
receive a practical base of knowledge in the dynamics of raid operations,
including narcotics related operations and techniques for successful
management of such operations. This program is presented in a contemporary
and legally defensible format. Response skills will be developed through
simulated force application situations and dynamic range exercises.
The course will be directed at a multi agency/multi disciplinary approach to
tactical operations. Several areas will be addressed; each area by it self
is an area of expertise requiring detailed individual course instruction.
Training Audience, Format and Content
This is an advanced skill development course designed for the armed
professional currently engaged in operations requiring enhanced capabilities
in warrant service, at the law enforcement or military level.
This course is most successful when taught and received with audiences of 30
officers or fewer, but has been given in groups of 50 or more with
successful reviews. The smaller groups enable officers to have more direct
dialog & contact with the instructors and the other students.
The course is designed in 3 day sessions with each day involving the
exploration of a different topic and the reinforcement of previous learned
material. The course is generally designed to run from 0800 to 1800 hours
daily, but can be manipulated for evenings and extended days as needed.
Optional - 5 day course involves extensive practical
application training.

There are no pre-requisites to this course.
Evaluation
The evaluation process will consist of class participation and active
involvement in class exercises.
Police Officer Standards and Training Requirements
This program has met the rigorous standards of several POST / POSTC
certifying authorities in: Texas, Massachusetts, Louisiana, California,
Arizona, and Nevada

Any audio/visual or POSTC/Academy facility or staff needs will be addressed
on a case-by-case basis, but might include the use of an electronic
projection unit, VCR, audio or marker board materials.
Student Materials
Depending on student understanding, a wide range of video, audio and
PowerPoint presentations will be used in the training session, and the
instructors will come prepared with everything they will need to make this
an informative, fast-paced learning experience. The materials will range
from commercially driven video, personal case studies of the instructors,
live fire exercises, and detailed hands on training exercises.
Detailed lesson plans may be available as needed. PowerPoint presentations
will be available for review.
Required Equipment

1. Multi-room structure (house, schools, office building etc.)
It is best if this structure is vacant, as it will be used for entry
exercises. The more complex the floor plan the more we can do. The structure
or structures need multiple rooms, hallways, windows and doors. If they have
stairs we will do stairs as wells, so the more the better.
2. Available door mock ups or building with doors
These will be used for breaching exercises and will be destroyed, so it
needs to be in a condition that will allow us to break the doors, the door
jams and frames. We will also need mock ups of windows or available windows
that can be broke out, enough to allow most of the class to participate or
at least observe.
3. Breaching Equipment
Sledge hammers, hooligan tools, rams. I have a source for these, but if they
have them we should use there’s. Also I will touch on breaching rounds and
the use of the shotgun in this role and I will also discuss the viability of
explosive breaching. If they have a shotgun or shotguns available this is a
plus, but I can also provide some.
4. Simunitions weapons & ammunition
We can use the Airsoft guns, plus since we are considering using them on
other projects it may a be good time to get some.
5. Student equipment
Gloves (leather or Nomex), eye protection (a must), knee pads and elbow pads
are recommended. Binoculars are also recommended. Any and all currently used
call out gear they may have issued. Using there gear is always best since it
gets them use to using their own equipment. We can provide some gear, but I
will need to know in advance what needs to be supplied.
Evaluations of Past Courses
Evaluations of past presentations are available upon request if this
material and telephonic interviews are not satisfactory. In addition, we are

you in your decision.
