Chemical Munitions Instructor Certification Program
This course can be modified to the level of expertise in the audience and
can be adapted in the classroom for multiple levels of experience and
understanding.
Training Goals and Objectives
The goal of the training program is to prepare the law enforcement, military
or security professional with a detailed and functional knowledge of aerosol
based chemical agents, there use and deployment and safety considerations.
The course will be directed at a multi faceted approach to use of force,
specifically the application of chemical agents. Several areas will be
addressed; each area by it self is an area of expertise requiring detailed
individual course instruction.
In addition, the course will include an intense overview of instructor
development and skills needed to convey an effective message and meaningful
lesson.
Training Audience, Format and Content
This course is specifically designed for the existing law enforcement,
private security, or military instructor who may require an instructor
certification in aerosol chemical munitions or an enhanced knowledge of the
application of chemical agents and use of force in critical, real world
situations. Additionally, this course is designed to provide a solid
understanding of adult education and methods of instruction as they pertain
to the field of aerosol chemical agents, use of force and force application.
Students will also learn acceptable and legally defendable methods of
subject control, use of force, agent deployment and retention. Practical
application exercises are combined with stimulus/response conditioning
principals and the development of a winning mindset.
This course is most successful when taught and received with audiences of 30
officers or fewer, but has been given in groups of 100 or more with
successful reviews. The smaller groups enable officers to have more direct
dialog & contact with the instructors and the other students.
These courses are designed in a 2 day. The courses are generally designed to
run from 0830 to 1630 hours daily, but can be manipulated for evenings and
extended days as needed.
Court Legal Defensibility
The course delivered is based on extensive research and consultation with
the American Society of Law Enforcement Training (ASLET), International
Association of Law Enforcement Firearms Instructors (IALEFI), National
Tactical Officers Association (NTOA), Military Police Regimental Association
(MPRA), and the International Association of Counter Terrorism and Security
Professionals (IACTSP). This ensures the training they receive is not only
highly applicable in the field, but that they know what is legally required
in the defined situations.
Additionally, the course is structure, tested and legally defensible tactics
in defense that are designed to minimize risks of injury to both officers
and suspects.
These instructional systems were developed following major Federal and
Supreme Court decisions. An integral component of these systems involves the
use of reasonable force which is based upon four Use of Force
justifications:
1. Was there a need for the application Force?
2. Was the relationship between the resistance and level of force
proportional?
3. Was the extent of the subjects’ injury proportional to the [subjects]
level of resistance, threat to the officer or another individual?
4. Was the force was applied in good faith, based upon the perceptions of a
reasonably trained officer and the objectively reasonable facts the officer
had at the time of the incident?
These standards have a Federal and Supreme Court foundation within the
development of a model Use of Force Continuum, used to train Peace Officers
in the appropriate responses to specific levels of resistance, as well as a
document to assist in a Use of Force report writing and courtroom testimony.
We will provide officers with a model Use of Force policy and a Use of Force
[F.O.R.C.E] report form. These documents provide agencies with a complete
Use of Force System, where training, policy and report writing coincide and
support each other.

Any audio/visual or POSTC/Academy facility or staff needs will be addressed
on a case-by-case basis, but might include the use of an electronic
projection unit, VCR, audio or marker board materials.
Police Officer Standards and Training Requirements
This program has met the rigorous standards of several POST / POSTC
certifying authorities in: Texas, Washington, New Hampshire, Arizona, Nevada
and Minnesota
Student Materials
Depending on student understanding, a wide range of video, audio and
PowerPoint presentations will be used in the training session, and the
instructors will come prepared with everything they will need to make this
an informative, fast-paced learning experience. The materials they will
receive include a Student Manual, mouthpiece, and certificate. The class
includes commercially driven video, personal case studies of the
instructors, and detailed hands on training exercises.
