Training Goals and Objectives

 

The goal of the training program is to counter Suicide Bombers; identify Suspicious People/Activity; Bomb Detection and First Response Guidelines. This this course is for all areas in law enforcement, security, fire personnel, emergency first responders and command staffs.

 

Training Audience, Format and Content

 

This course will deliver comprehensive information on the threat of suicide/homicide terrorism, identification of bombs and their components; profiles of bombers, components and tendency; guidelines to counter the threat; tools to prepare and courses of action for first responders. This course is most successful when taught and received with audiences of 50 officers or fewer. It has been very successful delivered in front of 200, and received excellent reviews from participants. The course is designed to be conducted from 0800 to 1630 hours daily, however can be adjusted for evening and overnight training.

 

Daily content and course schedule

 

Day 1

Ø      Fundamental Islamic Terror, Al Qaeda and Global Jihad

Ø      Bombing and Suicide Terrorism: Roots and Trends

Ø      Motivation, Justification, Recruitment, Communication and Training

Ø      Identifying Components Used in Bombs

Ø      Characteristics of Standard and Improvised Explosives

Ø      Weapon and Explosive Concealment and Delivery

Ø      Practical Training Exercise (PTX) Weapon/Explosive Concealment Detection

Ø      Suspicious Objects – Definition and Basic Guidelines

Ø      Secondary Devices and Countermeasures

Ø      Practical Training Exercise (PTX) Detection of Suspicious Objects and First Response

Ø      Prevention – Israeli Security Concept

 

Day 2

Ø      Islam and Cultural Related factors relevant to first responders

Ø      Suicide Bombing – The Al Qaeda Modus Operandi

Ø      Suicide Terrorist Identification

Ø      Practical Training Exercise (PTX)

Ø      Tactical Deployment to Counter Terror Bombing; Mitigation

Ø      Dealing with and Armed Bomber

Ø      VBIED (Car Bomb) – Threat, Identification, Inspection, First response (PTX)

Ø      Terror Incident Management Guidelines and Tips

Ø      Bomb Threats – Motive, Preparedness and Evaluation Guidelines:; Blast Mitigation Measures (PTX)

Ø      Question/Answer and Open Discussion

Ø      Close

 

Student Pre–requisites: Participants must be pre-approved by the host agency. Due to the graphic nature of some topics, pictures and video, this course is reserved for professional first responders and security.

 

Maximum Enrollment: Unlimited

 

Student Evaluation: The evaluation process will consist of classroom participation and active involvement in practical training exercises.

Limitations: No VIDEO recording devices permitted!

 

 

Special Needs:  Outdoor area for practical training exercises; motor vehicle

 

Any audio/visual or POSTC/Academy facility or staff needs will be addressed on a case-by-case basis, but might include the use of an electronic projection unit, audio or marker board materials.

 

Student Materials
 

Student materials will involve copies of the resource manual “Suicide Terrorism and Bomb Security” A wide range of digital video and PowerPoint presentations will be used in the training session, and the instructor will come prepared with everything he will need to make this an informative, fast-paced learning experience.
