ASP / Expandable Baton
Certification
This course will be modified to the
level of expertise in the audience and can be adapted in the classroom for
multiple levels of experience and understanding. However, the basis for
this program is for operator certification, therefore attendees should
have a general understanding of the principles of personal defense as well
as a reasonable level of physical fitness.
Training Goals and Objectives
The goal
of the training program is to prepare and condition the attendee to safely
apply an intermediate weapon to neutralize aggressive /physical behavior,
subject control, containment, and threat neutralization techniques in both
the patrol and tactical environments and certify them in the application
of these skills. Additionally, the course will concentrate on the
application of alternative force application tools (less lethal) and
impact weapons. Further, the program will focus on establishing an
understanding of use of force, techniques to gain subject compliance, and
to safely control individuals.
Training Audience, Format and
Content
This course is most successful when
taught and received with audiences of 30 officers or fewer, but has been
given in groups of 100 or more with successful reviews. The smaller groups
enable officers to have more direct dialog & contact with the instructors
and the other students.
The course is designed in a 1-day
format with each day involving the exploration of the expandable baton,
and its use in “subject control”. The course is designed to run from 0800
to 1600 hours.
Court Legal Defensibility
The course delivered is based on
extensive research and consultation with the American Society of Law
Enforcement Training (ASLET), International Association of Law Enforcement
Firearms Instructors (IALEFI), National Tactical Officers Association
(NTOA), Military Police Regimental Association (MPRA), and the
International Association of Counter Terrorism and Security Professionals
(IACTSP). This ensures the training they receive is not only highly
applicable in the field, but that they know what is legally required in
the defined situations. Additionally, the course is structure, tested and
legally defensible tactics in defense that are designed to minimize risks
of injury to both officers and suspects.
These instructional systems were
developed following major Federal and Supreme Court decisions. An integral
component of these systems involves the use of reasonable force which is
based upon four Use of Force justifications:

Was there a need for the
application Force?
-
Was the relationship between the
resistance and level of force proportional?
-
Was the extent of the subjects’
injury proportional to the [subjects] level of resistance, threat to
the officer or another individual?

Was the force was applied in good
faith, based upon the perceptions of a reasonably trained officer and
the objectively reasonable facts the officer had at the time of the
incident?
These standards have a Federal and
Supreme Court foundation within the development of a model Use of Force
Continuum, used to train Peace Officers in the appropriate responses to
specific levels of resistance, as well as a document to assist in a Use of
Force report writing and courtroom testimony.
We will provide officers with a
model Use of Force policy and a Use of Force [F.O.R.C.E] report form.
These documents provide agencies with a complete Use of Force System,
where training, policy and report writing coincide and support each other.

Certificate Presentation
There are no pre-requisites to this
course. However, this program is physically exerting and requires students
to be in reasonably good physical condition.
Evaluation
The evaluation process will consist
of class participation, active involvement, and practical examinations.
Additionally, students must demonstrate proficiency in all techniques
taught and pass a written post examination with a score of 70% or better.
Failure to demonstrate proficiency to standard or pass the post exam will
result in an unsatisfactory performance rating for the program.

Any audio/visual or POSTC/Academy
facility or staff needs will be addressed on a case-by-case basis, but might
include the use of an electronic projection unit, VCR, audio or marker board
materials.
Police Officer Standards and
Training Requirements
This program has met the rigorous
standards of several POST / POSTC certifying authorities in: Texas,
Washington, New Hampshire, Arizona, and Minnesota
Student Materials
Depending on student understanding, a
wide range of video, audio and PowerPoint presentations will be used in the
training session, and the instructors will come prepared with everything
they will need to make this an informative, fast-paced learning experience.
The materials they will receive include a Student Manual, mouthpiece, and
certificate. The class includes commercially driven video, personal case
studies of the instructors, and detailed hands on training exercises.
